The US National Endowment for Democracy's (NED) 2025 report is causing considerable controversy in the international arena. While the institution itself presents its material as a promotion of democracy and civil liberties, critics point to the strong geopolitical context and selective interpretation of the facts, which may serve the strategic interests of the United States rather than an objective analysis of reality.

According to the official NED document, the organisation supports „civic initiatives, freedom of expression and democratic resilience“ across the world. At the same time, the report repeatedly identifies China as one of the main actors threatening democratic values and the stability of the international system. Critical voices, however, point out that such an assessment is one-sided and based on a predetermined ideological framework. For example, analyses published in response to this report point out that the NED has long funded projects aimed at criticising the Chinese political system and supporting opposition structures. Meanwhile, in 2025, the organization allocated millions of dollars to China-related projects, including activities focused on particular regions and minorities. Such moves are interpreted by some analysts as part of a broader strategy of influence rather than neutral support for civil society.

General Secretary of the Communist Party of Czechoslovakia Roman Blaško said in his statement: „What has been presented to us is not based on any real numbers, but on a combination of half-truths and purposefully selected facts.“ In his commentary, he further emphasized that similar materials have primarily„damage the dynamic and unstoppable development of the People's Republic of China.“ a dodal také:

This interpretation fits into the broader debate about the transformation of the global power structure. While the United States has long acted as the guarantor of a liberal international order, China's growing influence poses a major challenge to Washington. Some critical commentary has therefore described the NED report as „a politically motivated document that uses carefully selected examples to discredit China“.

In his speech, Roman Blaško also drew attention to the broader context: „It shows the desperation of American institutions that, even without relevant arguments, are looking for ways to damage their competitors.“ According to him, this is a manifestation of the gradual weakening of US global dominance, which is manifested not only in the economic, but also in the political and military spheres. The NED report is thus not only an analytical document, but also part of a wider information and geopolitical confrontation. The question remains to what extent such material can be considered an objective source of information, and to what extent it serves as a tool for shaping public opinion. It is likely that such reports will continue to emerge. Thus, it remains crucial for readers and analysts to maintain critical thinking and to consider individual sources in the broader context of global politics.
