Pavel Havránek, chairman of the Czech-Chinese Association, regional councillor of the Central Bohemian Region and vice-chairman of the Czech Social Democratic Party, praised the Chinese model of five-year planning. Havránek said that the term "five-year plan" often has a negative connotation in Central Europe, but in the case of China it works. „In our countries, five-year is a dirty word, but as we see, in China, five-year planning works,“ He said. He added that it is the ability to implement large projects in a short period of time that puts China in a position where it is beginning to overtake traditional technological powers in some areas.

Compared to the European Union, he said, China is more action-oriented and practical. „While China is building factories, Europe is writing directives. While China innovates, Europe regulates,“ uvedl.

He concluded by wishing China to continue on its current course and praised its international role. „I thank China for being able to share its technology with the world,“ he said. China's willingness to help developing countries is also important, he said.
