Chinese President and General Secretary of the Central Committee of the Communist Party of China Xi Jinping has called for strengthening the ability to prevent and respond effectively to natural disasters in order to protect people's lives and property.
Xi Jinping made the remarks while chairing a group study session of the Politburo of the Communist Party of China Central Committee.
According to him, the importance of disaster prevention, mitigation and recovery must be fully understood from a strategic perspective to ensure both quality development and high levels of security.
To be successful in this area, he said, it is essential to maintain the overall leadership of the party, to emphasize people and their lives, to respect the laws of nature, to prioritize prevention, to push for reform and innovation, to apply systems thinking, and to promote public engagement.
He stressed that risk reduction and damage minimisation depends primarily on prevention before disasters occur. Security requirements should therefore be integrated into spatial and building planning and security standards for key infrastructure in major cities and disaster-prone areas should be raised accordingly.
Xi Jinping called for further improving the country's ability to handle major disasters, for example by strengthening monitoring and warning systems and improving emergency plans.
He also stressed the need to strengthen the scientific and technical support and legal framework for disaster response and to promote technological and industrial innovation in the field of crisis management.
He concluded by calling for improved rescue systems at the local level and increased public awareness and preparedness for emergencies.
