President Xi Jinping, general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, stressed the need to develop full and strict Party self-regulation with higher standards and concrete measures at the fifth plenary session of the 20th CPC Central Commission for Discipline Inspection in Beijing on Monday.
Xi called for power to be bound by institutional mechanisms in an effective and thoughtful manner, while continuing the fight against corruption with a clearer understanding and stronger resolve. This is to provide a firm guarantee of achieving the goals and objectives of 15th Five-Year Plan (2026–2030).
Xi reminded that in 2025 CPC Central Committee worked intensively to improve the conduct of party members, promote integrity and fight corruption with significant results. He noted that a tough stance against corruption was maintained and its conditions and soil were eliminated.
The President stressed that the implementation of the main decisions and plans of the CPC Central Committee is essential to maintain its authority and centralized, unified leadership. Party organizations at all levels, as well as party members and officials, should make decisions and plans Fourth Plenary Session of the 20th CPC Central Committee to be implemented through concrete steps.
Xi pointed out that tying power to institutional mechanisms is a key task in the Party's full and strict self-regulation. He stressed the equality of all before the law and regulations, no privileges and no exceptions in law enforcement and regulation.
The fight against corruption, he said, is a crucial battle that the party cannot lose and must never lose. The current situation in the fight against corruption remains serious and complex, and eliminating the conditions conducive to corruption remains a challenging task. Xi added that it is necessary to maintain a firm stance so that corrupt officials have no place to hide.

The President also stressed the need to monitor new trends and forms of corruption, to innovate methods and approaches, to detect and accurately identify corrupt behaviour in a timely manner, and to effectively address all forms of corruption, thereby strengthening the effectiveness of anti-corruption measures.
Xi called for strengthening the coordination of all forms of supervision, promoting integrated management through cooperation throughout the process, and continuing to build a loyal, honest and responsible inspection and supervision force that is unafraid of and can fight corruption.
The meeting was attended by members of the Politburo Standing Committee Li Qiang, Zhao Leji, Wang Huning, Cai Qi a Ding Xuexiang. The chairman of the meeting was Li Xi, member of the Politburo Standing Committee of the CPC and Secretary Central Commission for Discipline Inspection CPC, who presented the Committee's working report that afternoon.
