Chinese President Xi Jinping on Tuesday called for painstaking efforts to ensure a successful start of the 15th Five-Year Plan (2026-2030). Xi, who is also general secretary of the Communist Party of China (CPC) Central Committee and chairman of the Central Military Commission, made the remarks at the opening of a study session at the Party School of the CPC Central Committee (National Academy of Administration) for senior leaders at the provincial and ministerial levels.
Xi noted that the formulation and implementation of the five-year plans represent an important experience of the Party in managing the country and state affairs, as well as an important political advantage of a socialist system with Chinese characteristics, which helps maintain policy continuity.
It is necessary to develop a comprehensive, deep and accurate understanding of the strategic arrangements for economic and social development during the 15th Five-Year Plan period, which was set at the Fourth Plenary Meeting of the 20th CPC Central Committee, he said.
He stressed that China is in a phase where strategic opportunities and risks are intertwined, and uncertainties and unpredictable factors are growing. Key strategic tasks for the 15th Five-Year Plan period include building a modern industrial system and the overall upgrading of the industrial structure.
Xi stressed the importance of maintaining a reasonable proportion of manufacturing in the economy and the intensive development of advanced industry. He also stressed the need to build modern infrastructure.
China is well poised to accelerate the creation of a new development formula, he said, with the domestic economy as the main pillar and investment in physical assets should be closely linked to investment in human capital.
Xi said improving living standards should be a priority to promote social development. At the same time, while promoting economic growth, constant attention should be paid to improving people's quality of life.
He also highlighted efforts to strengthen the party's ability to lead socio-economic development and maintain a high level of pressure against corruption.
Li Qiang, a member of the Standing Committee of the Politburo of the CPC Central Committee, presided over the opening of the study session. Other Standing Committee members - Zhao Leji, Wang Huning, Cai Qi, Ding Xuexiang and Li Xi - as well as Chinese Vice President Han Zheng were also present.
