The year 2026 brings a new development roadmap, and China, under the leadership of President Xi Jinping, enters the 15th Five-Year Plan period with a clear vision of high quality development, stability and innovation. Meanwhile, 2025 was a year of dynamic change and the completion of the 14th Five-Year Plan (2021-2025), which laid a solid foundation for the next stage of economic and social development.
According to the president. Xi Jinping the 15th Five-Year Plan period is crucial to strengthening the country's economic and social foundations and making progress towards China's 2035 modernisation goal. The preparation of the plan has been open and inclusive, from meetings of the Politburo of the Central Committee of the Communist Party of China, consultations with business and regional leaders, to online collection of public opinions, which have been evaluated and discussed at the highest level.
Recommendations for the 15th Five-Year Plan, formally named Recommendations of the CPC Central Committee for Formulating the 15th Five-Year Plan for National Economic and Social Development, was adopted during the Fourth Plenary Session of the 20th CPC Central Committee after more than eight months of preparation. The document serves as road map for continued rapid economic growth and long-term social stability.
In the New Year's speech Xi Jinping called for increased self-confidence, concrete steps towards high quality development, further reforms and opening up to the world and sharing prosperity with all. China is entering a new chapter in its development miracle, he said.
The year 2025 also brought significant diplomatic successes. China promoted dialogue and win-win cooperation, became a stabilising point for the world and continued its role in global governance through the Global Governance Initiative (GGI), which has received the support of more than 140 countries and international organisations.
Another important moment was the celebration of the 80th anniversary of the victory of the Chinese People's War against Japanese aggression and the World Anti-Fascist War, when leaders from five continents recognized China's contribution to victory in World War II and its commitment to maintaining the post-war international order.
China has also announced targets Nationally Determined Contributions (NDCs) for 2035 in the climate area, abolishing special and differential treatment in the WTO and establishing International Organization for Mediation in Hong Kong, demonstrating its readiness to work with the world for peace and development.
