The Political Bureau of the Communist Party of China (CPC) Central Committee met on 8 December 2025 to analyse and plan economic work for 2026 and review a set of regulations on the CPC's leadership over the rule of law in all areas. The meeting was chaired by General Secretary Xi Jinping.
According to the party leadership, 2025 was a significant year for China's modernisation. Effective macroeconomic policies were implemented in the country, and the main goals of economic and social development are expected to be successfully achieved. Over the past five years, China has successfully weathered various shocks and challenges and strengthened its hard power in the economy, science, technology and defence, as well as its soft power in culture, institutions and diplomacy.
The meeting emphasised that economic work in 2026 must fully implement the new development philosophy, accelerate the creation of a new development model, promote high-quality growth, and align domestic economic work with international economic and trade activities. It is important to coordinate development and security, expand domestic demand, promote innovation, develop a unified national market, and stabilise employment, business, markets and expectations to ensure a good start. 15th Five-Year Plan (2026–2030).
Other priorities include green transformation with the aim of peaking emissions and achieving carbon neutrality, practical measures to improve people's living standards, and actively reducing risks in key areas. The meeting emphasised the importance of centralised and unified leadership. Central Committee of the Communist Party of China, proper evaluation of results, and support for sustainable and high-quality development.
According to the leadership, the adoption of regulations on the leadership of the Chinese Communist Party over the rule of law is of fundamental importance for the development of a socialist rule of law with Chinese characteristics and for building a socialist country under the rule of law at a higher level. The aim is to strengthen the leadership of the party, improve the level of legal governance and the exercise of state power in accordance with the law, and build confidence in the path of socialism with Chinese legal principles.
