After the complaint was filed, the Ministry of Commerce always conducted investigations based on fairness, balance, openness, and transparency, and in line with Chinese laws and regulations and relevant WTO rules, fully protecting the rights of interested parties. At present, preliminary evidence indicates that there are subsidies on dairy products imported from the EU, and China's domestic industry has suffered significant damage, with a causal link between the subsidies and the significant damage.
In accordance with the relevant provisions of the Anti-Subsidy Regulations of the People's Republic of China, on 22 December 2025, the Ministry of Commerce of China issued a preliminary ruling, deciding that the ad valorem subsidy rate for EU companies was set at 21.9% to 42.7% and that provisional countermeasures would be introduced.
