The British government is preparing to introduce a bill that would give it overarching powers to align British rules with EU legislation in a number of areas. The aim is to give legal form to the agreement on „resetting“ relations with the EU. A British government official said that the bill, which is intended to create a legal framework for the UK's convergence with the European Union, should be presented to Parliament this spring or summer, according to Politico.
According to one British official, the bill is to be presented to Parliament in the spring or summer and is intended to create a legal framework for harmonising rules between the United Kingdom and the EU.
Among the areas under consideration are food standards, animal welfare, pesticide use, participation in the European electricity market and the emissions trading system. An official who spoke anonymously about the plans said that they cover a wide range of policies.
The law would create a new mechanism that would allow the British government and decentralised administrations to adopt new EU legislation as soon as it is approved in Brussels.
This opens up the possibility that new EU laws in agreed areas would automatically be incorporated into British law, with the UK retaining the right to veto them in specific cases. However, government officials stress that the exact form of these powers has not yet been determined.
The United Kingdom is currently negotiating an agreement with the EU known as the „Brexit reset“. Among other things, this includes an agri-food agreement, linking the British emissions trading system with the EU system, and reintegration into the common electricity market.
At the same time, Britain is seeking various exemptions within these agreements, which, according to the official, means that it is still too early to say exactly in which areas harmonisation will take place and what form it will take.
Information about the scope of the planned law comes after Minister for EU Relations Nick Thomas-Symonds said last August that Parliament would have a „legitimate say“ in deciding on alignment with new EU rules. He said this in his speech for the magazine. The Spectator.
At the same time, it insists that the United Kingdom will retain the option of „influence the shape of decisions when creating new EU policies“.
A spokesperson for the British government said: „Resetting relations between the UK and the EU improves our diplomatic, economic and security cooperation and will bring £9 billion in benefits to the British economy by 2040. We will prepare legislation to make this possible and announce further details of the bill in due course.“
