UNITED NATIONS - In the context of the 80th anniversary of the United Nations and the 10th anniversary of the Leaders' Summit on Peacekeeping, the 2025 UN Ministerial Conference on Peacekeeping in Berlin is the latest in a series of meetings at the level of heads of state, government or ministers.
Objectives and results
The UN Peacekeeping Ministerial Meeting, to be held from 13 to 14 May 2025, will serve as a high-level political forum to discuss the future of peacekeeping and for Member States to express and demonstrate their political support. It will also provide a platform for delegations to announce substantive pledges in support of closing capability gaps and adapting peace operations to better respond to current challenges and new realities, in line with the Pledge Guide.
The UN Peacekeeping 2025 Ministerial Conference will thus contribute to enhancing the safety and security of deployed peacekeepers and promote the overall effectiveness of missions. Member States are encouraged to negotiate partnerships, such as in the areas of training and capacity building, where appropriate, to secure their commitments.
Study on the future of peacekeeping, new models and related capabilities
At the request of Germany and other co-chairs of the UN Ministerial Process on Peacekeeping, the DPO commissioned a study on "The Future of Peacekeeping, New Models and Related Capabilities". The study, which was presented at C34 on 1 November 2024, is intended to serve as food for thought ahead of the Berlin Ministerial. The vision of UN peacekeeping put forward by the study is a policy-oriented, people-centric, modular instrument that can unite the Security Council on effective multilateral responses to a wide range of threats and challenges. The study offers 30 plausible models to inform considerations for future UN missions.
Preparatory process
There are three key events leading up to the Berlin UN Peacekeeping Ministerial in 2025.
10-11 December 2024 - Preparatory meeting on capacity building, partnership and the future of peacekeeping, jointly hosted by Japan, the UK and Uruguay in Montevideo. A concept note, agenda, logistical note and summary of the meeting can be found here.
4-5 February 2025 - Preparatory meeting on the future of peacekeeping, new models and related capabilities, jointly hosted by Bangladesh, Indonesia, the Netherlands and the US in Jakarta. The concept note, agenda and logistical note can be found here.
15-16 April 2025 - Preparatory Meeting entitled Towards a Safer and More Effective Peacekeeping: Leveraging Technology and an Integrated Approach, co-hosted by Pakistan and the Republic of Korea, will be held in Islamabad. Co-Chairs of the Ministerial Conference on Peacekeeping
The co-chairs of the Ministerial Peacekeeping Process are Bangladesh, Canada, Ethiopia, Germany, Ghana, Indonesia, Japan, the Netherlands, Pakistan, the Republic of Korea, Rwanda, Uruguay, the United Kingdom, the United States and the UN Secretariat.
